DR. JAMES KLUTSE AVEDZI

Acting Director-General
Dr. James Klutse Avedzi is a distinguished finance and accounting professional and accomplished public servant with over two decades of experience in public financial management, public policy, and leadership. He is currently the Acting Director-General of the Securities and Exchange Commission (SEC), Ghana. 

Prior to this role, Dr. Avedzi served as a Member of Parliament in Ghana for the Ketu North Constituency for 20 years, where he played a pivotal role in shaping Ghana’s public finance policies. He held key positions, including Chairman of the Finance Committee (2009 to 2017) and Chairman of the Public Accounts Committee (2017 to 2025), and served as Deputy Minority Leader (2017 to Jan. 2023). His tenure was marked by efforts to strengthen fiscal accountability and financial transparency across public institutions. 

Dr. Avedzi holds a Doctorate in International and Political Finance from the University of Costa Rica, an MBA in Finance and Accounting from the University of Liverpool and a Chartered Accountant, Ghana (ICAG). He a member of the Chartered Institute of Taxation (Ghana) and the Chartered Institute of Financial and Investment Analysis (Ghana).  

With a career that began at the Ministry of Tourism as an Accountant, Dr. Avedzi quickly rose through the ranks to become Deputy Chief Accountant at the Ministry of Health. His innovative contributions to financial management, including the development of computerized reporting systems, enhanced transparency and efficiency within Ghana’s public financial sector. 

Throughout his political and professional journey, Dr. Avedzi has demonstrated a deep commitment to development, providing scholarships, building schools, and connecting over 150 villages to electricity in his constituency. His efforts have earned him multiple accolades, including an honorary Doctor of Arts degree (Honoris Causa) from the European American University. 

He is a devoted father of four, a Christian and an active member of the Global Evangelical Church of Ghana.

Deputy Director-General Legal
Deborah is a Barrister-at-law and has to her credit over 21 years of professional experience from Ghanaian and multinational Institutions. She was called to the Bar in the UK (Inner Temple) and Ghana in the years 2000 and 2001 respectively.

Deborah worked with international organizations overseeing activities in Ghana, Nigeria, Sierra Leone and the Gambia. Subsequently, she joined Fugar and Co. as an Associate. She also worked with eProcess (a member of the Ecobank group) as a Legal Officer and was later appointed as Head of Compliance with additional responsibility for Corporate Social Responsibility.

Prior to her appointment as Deputy Director-General, Legal, she served as Head of Legal and Company Secretary within the financial sector (Banking, Insurance, Fund Management and Pensions.)

Deborah holds an MBA and LLB from the University of Leicester, England and a Post Graduate Diploma in Professional Legal Skills from City University & Inns of Court School Law, England. In addition, Deborah has a Qualifying Certificate issued by the General Legal Council of Ghana. She is also a Certified Compliance Officer and a member of the International Bar Association.

Deborah is a Board Member of the SEC, Office of the Registrar of Companies and West Africa Centre for Cell Biology of Infectious Pathogens, Department of Biochemistry, University of Ghana. She is also a Guest Facilitator for the GIMPA Law Faculty, Legal Ethics Training Course.

MR MENSAH THOMPSON

MR MENSAH THOMPSON

Deputy Director-General Finance
Mr. Thompson is currently the Acting Deputy Director-General, Finance at  the Securities and Exchange Commission (SEC). He is a dynamic young leader and consultant with over 12 years’ experience in the Civil Society space, specializing on issues of transparency and accountability.

Mr. Thompson has consulted for Governments like, Liberia, Sierra Loene and Kenya on Finance policy and regulation, local content reforms and resource accountability.

He has worked extensively with the European Union and the World Bank on several Public Financial Management (PFM)programs serving on technical committees such as the Disbursement Link Indicators technical committees of the World Bank  and the European Union Anti-Corruption Framework development program.

He comes with a solid background in Finance and Economics, he also holds an LLB(Hons.) from the University of Professional Studies and currently pursuing the Professional Law Course at the Ghana School of Law.

Mr. Thompson is also a recipient of several awards, in 2021 he was honored by the Ghana Leadership Awards as the Most Outstanding Emerging Leader for leading the West Africa Civil Society Forum and pushing strong reforms at the ECOWAS level. In 2025 he was also recognized by the West African International Press through its Ghanaians of conscience awards.

Mr. Thompson is a distinguished writer and has authored  hundreds of articles in both local and international journals in the area of finance policy, legal reforms and accountability.
